Tunisia:Government unveils 2027 Budget measures for insurance sector development

| 20 Oct 2026

The Tunisian government has proposed several initiatives related to insurance in its draft Economic Budget for 2027, presented last week. The objective is to promote the development of the insurance industry in the country.

The main measures include drafting a Bill relating to the establishment of a natural disaster coverage scheme, continuing technical work on the establishment of agricultural insurance, as well as strengthening the role of the financial market in mobilising savings through improved synergy among insurers, banks and the capital market.

Under the draft Budget, agricultural insurance will focus on indicators in offering coverage against risks specific to agricultural activities.

In addition, the proposals provide for the revision of the agreements concluded for the creation of representative offices of foreign insurance and reinsurance companies, as well as non-resident branches.

This revision aims to enable the General Insurance Committee (CGA) to exercise control over the activities of these offices and branches, particularly in matters of combating money laundering, terrorist financing and the proliferation of weapons. The measures also include improving and revising the memoranda of understanding between the CGA and its foreign counterparts, through the introduction of provisions aimed at strengthening coordination in the fight against money laundering, terrorist financing and arms proliferation.
