The Moroccan InsurTech, Inclusion, and Innovation Programme (PM3I) is entering its implementation phase, with a provisional procurement schedule showing that several consultations are expected to be launched by early 2027 for its implementation.
This programme involves a technical assistance operation by the African Development Bank (AfDB) for the Insurance and Social Security Supervisory Authority (ACAPS), aimed at supporting the use of innovative technologies and strengthening insurance inclusion for Moroccan populations, particularly the most vulnerable. The total project cost is $680,000, of which $510,000 is funded as a grant by the AfDB through the African Digital Financial Inclusion Facility (ADFI), supplemented by a contribution of $170,000 from ACAPS itself. The signing ceremony for the agreement relating to this grant took place in April 2026.
The project acts on several fronts, including regulatory and market monitoring, support for the development of the supply and demand of innovative insurance services, support for startups carrying out projects, as well as communication and awareness-raising actions for target populations.
In this context, calls for tenders will be launched to:

conduct a study on regulatory levers to support innovation and InsurTech in Morocco. This study will identify the needs of InsurTech project developers in order to implement internal and external regulatory reforms to improve the regulatory framework.

stage a roadshow targeting financial inclusion populations. The aim is to identify solutions tailored to the needs of vulnerable groups, including women, youth, rural communities, and micro-enterprises, while simultaneously stimulating demand.

carry out a feasibility study of the ACAPS "Emergence" programme, which supports the digital transformation of Morocco's insurance sector. The study aims to define the programme's scope, identify relevant stakeholders, and outline the implementation conditions.

implement a pilot phase to identify challenges and the collaborative development of use cases. A diverse group of experts and stakeholders, including women and young people, will be engaged to address various aspects of innovation and development within the InsurTech sector.

develop communications. This will involve organizing key events that bring together all stakeholders, fostering a collaborative environment and communicating the program's main objectives and benefits for educational, awareness-raising, and outreach purposes regarding inclusive insurance and InsurTech.
PM3I is a technical assistance operation that promotes innovation and develops Morocco's InsurTech ecosystem to expand insurance inclusion and improve the user experience, particularly for vulnerable and underserved populations. ACAPS is implementing the project nationwide in Morocco, aligned with the National Financial Inclusion Strategy and the New Development Model.
Beneficiaries
The project beneficiaries include ACAPS, 25 insurance companies, approximately 2,000 intermediaries and brokers, and around 30 InsurTech project leaders, who will receive support in capacity building, regulation, tools, and innovation. The project is expected to directly benefit approximately 200,000 new users of insurance services, including at least 100,000 women, as well as 30,000 micro-enterprises and cooperatives, at least 40% of which will be owned or managed by women.
