Tunisia: Automobile risk centre set up to unify bonus-malus system

Source: Middle East Insurance Review | Feb 2019

A data exchange system involving insurers, the Technical Agency for Land Transport and the General Insurance Institute (IGA) has been established.

The setting up of this Centre for Automobile Risks aims to revise the bonus-malus system and to consolidate its modes of application for all insurers, explained the IGA secretary general Ahmed Hadroug.

He said insurers, their intermediaries and commercial representatives will start with effect from 1 April 2019 to apply increases or reductions of premiums issued by the Centre as directed and managed by the IGA in coordination with the Tunisian Federation of Insurance Companies (FTUSA).

The creation of the Centre is part of reforms in the insurance sector initiated by the IGA in accordance with recommendations made in various sectoral and strategic studies in recent years to modernise the sector, according to a report by the news agency Tunis Afrique Presse.

Mr Hadroug said, “The establishment of this central risk system will benefit policyholders who will be incentivised to adjust their conduct to avoid accidents and can see their insurance premiums revised downward. It will also benefit insurers whose compensation costs may fall in the event of a reduction in the number of accidents. There is also the possibility of increasing premiums for the insured in the event of an accident.”

The IGA has set up a monitoring and control unit for the Centre that will be in charge of answering inquiries and requests from insurers with a view to guaranteeing the proper start-up of the Centre and to ensure conditions for the success of the national project. M
