Uganda:Consortium and government develop unified climate risk intelligence platform for insurance sector

| 29 Oct 2026

The Agro Insurance Consortium (AIC), a coalition of 14 insurance companies, is developing a unified climate-risk intelligence platform under the Uganda Agriculture Insurance Scheme (UAIS).

The platform provides access to global data and analytics under partnership-based agreements to reduce costs, broaden accessibility and enable wider applications across agricultural risk management and finance.

In this project, AIC is also developing the technical and operational capabilities required to use climate intelligence across agricultural insurance, risk assessment and broader climate risk management.

Other actors in developing this country-led solution for agricultural insurance are:

Ministry of Finance, Planning and Economic Development and Ministry of Agriculture, Animal Industry and Fisheries: They facilitate the integration and validation of relevant agricultural and farmer-level data sets and promote the use of the platform across agricultural programmes and value chains.

Insurance Regulatory Authority (IRA): It supports the integration of insurance sector data and ensure that the platform is aligned with the regulatory and supervisory requirements governing agricultural insurance.

Agricultural Insurance System Transformation Operational Framework

The intelligence platform is highlighted in the UNDP’s Agricultural Insurance System Transformation Operational Framework, which presents a structured approach for translating desired system change into coordinated actions, identifying and empowering the country actors best positioned to lead these actions and aligning the resources required to turn action into actual system change. Uganda is one of several nations held up as examples of how system change can be achieved in practice in country-led solutions. Their experiences can be synthesised into models, capturing approaches that can be adapted, replicated and scaled across countries.

Uganda formally initiated the development of the unified climate-risk intelligence platform in June 2026.

The rationale for the platform is that data providers are currently accessed individually, without a national risk infrastructure that can unify and integrate data, combine it with local information and generate actionable risk insights. This limits the ability of national actors to understand, anticipate and manage risks before considering insurance as a risk transfer solution.
