Turkiye:Insurance regulator sets up new anti-fraud structure

The Insurance and Private Pension Regulation and Supervision Authority (SEDDK) has established a new structure to combat insurance fraud. The structure consists of an Insurance Fraud Prevention Committee and a Fraud Working Group.

The new regulation is set out in the "Circular on the Establishment of the Committee and Working Group for Combating Insurance Fraud", published on 17 August 2026.

The Circular stipulates that analyses, studies, and reports prepared based on data from the Insurance Fraud Information Sharing System established within the Insurance Information and Supervision Centre (SBM), as well as other relevant data, will be utilised.

Insurance Fraud Prevention Committee

The Committee will consist of five members, made up of representatives of insurance companies and the SEDDK, who shall meet quarterly.

If deemed necessary by the Committee, representatives from other relevant official institutions may also be invited, such as the Ministry of Justice, the General Directorate of Security, the General Command of the Gendarmerie, and the Financial Crimes Investigation Board.

The Committee will operate with the aim of increasing inter-agency coordination in combating insurance fraud, developing common strategies and methods, and guiding the activities of the Working Group.

Within this framework, opinions will be provided to relevant institutions and organisations regarding strategies, policies, and priorities for combating insurance fraud; and risk areas and priorities for combating fraud will be evaluated. The analyses, reports, and recommendations prepared by the Working Group will be evaluated, and the results will be shared with the relevant institutions and organisations.

The Committee will contribute to research on artificial intelligence, machine learning, and advanced analytics applications to be used in combating insurance fraud.

Working Group

The Working Group will consist of representatives from SEDDK, SBM, the Insurance Association of Turkiye (TSB) and insurance and/or pension companies.

If deemed necessary, representatives from relevant public institutions and organisations, faculty members and experts from universities and research institutions may also serve on the Working Group. Experts in fields such as data analysis, artificial intelligence, digital forensics, actuarial science, law, risk management, and similar areas, as well as officials of the Turkish Financial Crimes Investigation Board, may also be included in the group.

More than one Working Group may be established as needed.

The Working Group will conduct technical reviews, data analysis, and sectoral assessments as part of its efforts to combat insurance fraud, and will develop recommendations.

The Working Group will also make recommendations to the SBM regarding training needs and prepare studies or reports on issues requested by the Committee. Where necessary, recommendations will be submitted to the Committee on the preparation of early warning announcements regarding new methods of fraud that may affect the sector. Work on improving the effectiveness of whistleblowing mechanisms will also be among the tasks of the group.

Advisory role

The roles of the Committee and the Working Group are advisory. If, within the scope of their work, criminal acts are suspected, the SEDDK will be notified.
