Miller, the London-headquartered independent specialist (re)insurance broker, has completed its acquisition of Shields Reinsurance Brokers (Shields), an independent reinsurance broker based in Dubai.
The transaction closed on 31 July following the receipt of all necessary regulatory approvals.
Founded in 2017, Shields has built a strong reputation in Facultative and Treaty reinsurance across specialty classes in MENA and beyond, serving a diversified client base comprising insurers, reinsurers, and takaful companies.
Shields and Miller’s capabilities will be brought together under one unified brand, Shields Miller, which will sit as part of the Miller Group.
The transaction complements Miller’s expanding (re)insurance strategy and growing multinational presence, following the 2025 acquisition of AHJ Holdings, which significantly accelerated the firm’s reinsurance footprint.
Mr James Hands, CEO, Miller, said, “Building on last year’s acquisition of AHJ, this partnership enhances our treaty reinsurance capabilities and establishes a strategic placement hub in Dubai.”
In his turn, Mr Ahmed Rajab, CEO and Founder of Shields, said, “From the outset, it was clear that Miller shares our long-term vision, and with access to its scale, expertise and global reach, we are now ideally positioned to accelerate our growth. As part of Miller, we look forward to enhancing our capabilities, delivering broader solutions to clients, and continuing to strengthen Dubai’s position as a premier reinsurance hub.”
