Oman:Authority prepares to launch 2nd phase of national health insurance platform

The Financial Services Authority (FSA) is preparing for the launch of the second phase of the National Health Insurance Platform "Dhamani" scheme.

The second phase includes readying the electronic platform to exchange medical documents such as X-rays, prescriptions and medical referrals between private healthcare institutions and insurance companies on one side and between all hospitals, complexes, clinics and specialised health centres on the other.

This phase is considered important because it moves the platform towards broader services such as building unified medical records for the insured that allow access to all the details of visits to any health institution linked to the platform, reported Oman Observer.

Dhamani also adds value in organising health insurance transactions in Oman by linking operational and financial transactions between insurance companies, private healthcare institutions; health insurance claims administrators and regulators including government entities supervising the insurance market and private healthcare institutions.

To implement the second phase, the FSA has organised a preparatory meeting with insurance companies and representatives of private healthcare institutions.

All insurance institutions and all 33 private hospitals are currently linked to Dhamani. The platform is linked to 37 private health complexes, 20 clinics and 44 health centres so far. It also provides its services to more than 650,000 health insurance policyholders with a data and information exchange rate of up to 40,000 transactions per day.

The first phase included building the platform and linking it to the government entities concerned with health insurance schemes, insurance companies and health service providers for the online exchange of health insurance transactions. This phase was completed in September 2024.

The second phase is expected to take eight months to implement. The third phase will also take eight months and will involve training on the use of the system.
