The Insurance and Social Security Supervisory Authority (ACAPS) has launched a tender exercise inviting bids for conducting a study on the methods of monitoring and using artificial intelligence (AI) and new technologies in the insurance sector. The tender exercise was launched on 23 June 2025.
The regulator’s objective is to ensure that the application of new technologies complies with the fundamental principles of regulations, including the protection of policyholder rights, information security, and transparency of decision-making processes.
As AI and new technologies are taking hold in the insurance industry, ACAPS warns in particular of risks related to compliance, security, transparency, and accountability. For ACAPS, one of the main challenges lies in the opacity of some AI-based systems.
"For example, poorly designed algorithmic systems can lead to discriminatory decisions, excluding certain populations from insurance services or penalising them unjustifiably," the regulator said. For ACAPS, it is essential that policyholders can understand how and why a decision was made against them, especially when it comes to issues as sensitive as a claim or the acceptance of an insurance contract.
Content of proposed study
The study by ACAPS will include an in-depth diagnosis of the technologies used in Moroccan insurance and a specific analysis of the use of telematics. Another area to be covered is the use of optical character recognition (OCR) technology, which is increasingly used in underwriting processes, claims management and document automation.
The study will also include the diagnosis of practices related to data governance among operators using AI technologies, as well as an analysis of the existing regulatory framework, with a focus on any shortcomings in policyholder protection.
ACAPS also intends to assess the alignment of technologies deployed by the insurance industry with major national strategies such as Digital Morocco 2030 or the National Cybersecurity Strategy 2030.
In addition, the study will examine best practices adopted internationally for the supervision of the use of AI and new technologies in the insurance sector. Recommendations from international organisations, such as the International Association of Insurance Supervisors, will be considered.
Roadmap
ACAPS will propose a framework for regulating the use of AI and new technologies in the insurance sector, enabling innovation to be supported without compromising market stability or the rights of policyholders. A roadmap will be drawn up, prioritising the actions to be taken.
