Egypt: Health insurance law to be finalised in March

Source: Middle East Insurance Review | Mar 2018

Executive regulations for the comprehensive health insurance law are scheduled to be finalised in mid-March, said Dr Abdelhamid Abaza, the head of the regulation drafting committee.

The pricing of medical services provided in the new health insurance system will be decided by March as well, he told the news publication, Constitution.

The scheme is set to be rolled out from July 2018 in six phases across the country with the last province to be covered by 2032.

In the first phase, the comprehensive health insurance law will be implemented in Port Said within 10 months, then within six months in Ismailia, followed by Suez within six months, and the provinces of North and South Sinai within eight months. This means that the first phase will end in 2020.

He said that the health insurance scheme will represent a medical breakthrough in the treatment of patients and the types of services available to them.

Separately, the Minister for Health Dr Ahmed Emad El-Din Rady has outlined plans to implement the health insurance scheme and to form three supervisory bodies that would oversee the management of the scheme, namely, the Healthcare Authority, Finance Authority and Quality and Accreditation Authority.

He also said a database will be completed soon, in preparation for starting the operation of the health insurance scheme in Port Said. More consultations will be held to discuss the adoption of the appropriate mechanism to provide “smart cards” for beneficiaries. M
